With Felipe Massa retiring and Jenson Button stepping away from the sport, the average age of the F1 grid is set to plummet in 2017. The impact of Max Verstappen has led teams to target youth rather than experience and Lewis Hamilton, currently just 31, could be the oldest driver behind a wheel by 2018.Here, then, we take a look at the young guns who could dominate the grid next season - and ponder who will be the star of F1s next generation. Stoffel VandoorneAge: 24. 2017 team: McLaren. Stoffel Vandoorne has been waiting a long time for his chance in F1, but Buttons decision to step away in 2017 has finally given him a seat on the grid. The 24-year-old, who will turn 25 in the early weeks of next season, has dominated GP2 in the past and is, according to McLaren, the most talented and exciting young driver in the sport today. Thats some accolade. He faces the most challenging team-mate its possible to conceive of in Alonso, a driver that Button considers as the all-round best hes ever raced against, Hughes said. Its a measure of Vandoornes potential that the in-team competition between them is expected to be something to savour.Lance StrollAge: 18. 2017 team: Williams. There will be another teenager on the grid in 2017 after Williams named 18-year-old Lance Stroll as the replacement for the retiring Felipe Massa. It would be quite a jump for the Grove team to turn from a man with more than 200 GPs to his name to a youngster with no F1 experience, but Stroll is very highly rated and won the European F3 championship in style this year with 14 victories. He is also a known quantity at Williams in his role as the teams development driver and could provide an element of the unexpected alongside the reliable Valtteri Bottas in 2017. The son of a billionaire, Stroll will inevitably be billed as a pay driver, but theres talent in abundance here. Esteban OconAge: 19. Team: Manor. Are Esteban Ocon and Pascal Wehrlein competing for a future spot at Mercedes? Sky F1s Marc Priestley seems to think so.This is the future of our sport, he said on the F1 Report a couple of weeks ago. Its a little bit like the Toro Rosso situation where youve got two guys fighting for potentially one of the best seats in Formula 1. They know theyre linked to Mercedes, they know where that path leads and theyre going to be giving it absolutely everything. Its exciting to watch.Pascal WehrleinAge: 21. Team: Manor. A part of the Mercedes youth setup, Pascal Wehrlein has one F1 point to his name in his debut season after an impressive 10th in Austria for Manor. The German youngster is the favourite to replace Nico Hulkenberg at Force India for 2017, but its Pascals close association to a Mercedes team which is currently a class above the rest that makes him such a potential force to be reckoned with. Carlos SainzAge: 22. 2017 team: Toro Rosso. Previously a team-mate of Verstappen before the Dutchmans progression to Red Bull, Sainz has also enjoyed an impressive second season in F1.While they were still racing together, Martin Brundle said their rivalry could become the new Hamilton v Nico Rosberg. The squabble between these two emerging stars in Formula 1 is going to be like Hamilton and Rosberg - but probably even more intense, he said earlier this season.Cruelly denied a potential podium finish by a poor pit stop in Monaco, the Spaniard has regularly outperformed Daniil Kvyat since the Russian dropped down to Toro Rosso and has managed an impressive eight top-ten finishes this year - including a high of sixth in Spain.Sainz is one of those drivers who just keeps getting better, Sky F1s Mark Hughes wrote. Yes, Verstappens amazing teenage rookie year rightly earned him plaudits and attention. But it made it too easy not to be watching and monitoring the often superb performances of Sainz. If Ferrari is looking for a Kimi Raikkonen replacement now that Verstappen is off the market, this would be a logical place to start.Max Verstappen Age: 19. 2017 team: Red Bull. Where else to start than with Verstappen, the 19-year-old who has broken record after record since making his F1 debut at the start of last season? The Dutchman forced his way into a Red Bull seat after four races this year and immediately made his mark as he won the Spanish Grand Prix, becoming the youngest Grand Prix winner in history in the process at 18 years and 228 days old.The achievement prompted Sky F1s Martin Brundle to hail the teenager as F1s new beginning and David Croft to declare that Verstappen has shown he has everything to be a world champion.Only just 19, Max still has plenty of time to break Vettels record as the youngest world champion, which he achieved at 23 years and 134 days old in 2010. One state, one member, one vote The impact: 1) This recommendation reduces at least four existing associations from being full members of the BCCI to associates. At present, state associations of Maharashtra, Mumbai and Vidarbha - each functioning independently in the state of Maharashtra - and Gujarat, Baroda and Saurashtra - each functioning independently in the state of Gujarat - have one vote each in the BCCI elections. The Lodha Committee proposed that the six votes be reduced to two, one each from each state, with one association representing the state at the BCCI on rotational basis for a period of one year. The states objections: The legal counsels of the different states and the BCCI lawyer contested that not only did the six members of Maharashtra and Gujarat represent a definite geographical territory and field teams, but they also contributed to the development of the game in their respective regions. It was argued that having one member represent the entire state was fraught with difficulty and ignored the historical perspective.Courts response: The rotational arrangement would give each association a right to a full members vote when its turn came around, without violating the broader principle of one state one vote recommended by the committee. Such a system would also respect the history of these associations, their role in the promotion the game and the formation of the BCCI. These state bodies can continue to field teams in domestic tournaments, and the BCCI will decide the order in which the full membership rotates among the associations.2) The Lodha committee also recommended that five full members of the BCCI - Railways Sports Promotion Board, Association of Indian Universities, Services Sports Control Board, National Cricket Club (Kolkata) and Cricket Club of India (Mumbai) - be relegated to associate status. The five clubs defence: Even if the five clubs did not represent any state and two of them - NCC and CCI - were recreational bodies that did not even field first- class teams - they should continue as full members keeping in view the historical background leading to the formation of BCCI.Courts response: The relegation of these five clubs to associate membership is meant to support the structural streamlining of the BCCI to make it more responsive and accountable, at the same time providing for an equal opportunity for different regions to participate in the growth and promotion of the game in the countryAge limit of 70 for office bearers BCCI and states objections: Citing the example of veteran administrator Niranjan Shah, who has served as secretary at the Saurashtra Cricket Association for the past four decades, the court was told that setting an upper aage limit was not reasonable and conducive for the growth of the game.dddddddddddd Lawyers for both BCCI and states argued that age had nothing to do with the administrative capacity of the person.Court response: It stated that cricketers usually played the game between the age of 18 and 35 and that after retirement anyone who had the potential to contribute to the game could do so for over three decades until the age of 70. The upper age limit recommended by the Lodha Committee was not, therefore, unreasonable or irrational. The Court also stated that the Indian Governments National Sports Development Code of India, 2011, had stipulated that primary office bearers - President, Secretary and the Treasurer - of recognised National Sports Federation including the Indian Olympic Association (IOA) had an age cap of 70 years. The Court said that the upper age limit of 70 was not an unusual or unacceptable norm.Ministers and civil servants cannot be administrators BCCI and states objections: Because of their experience, ministers and government officials, the BCCI said, were able administrators at both the central and state level and such a recommendation would hurt the efficiency of the board and the growth of the game. The courts response: The game would be better managed, promoted and developed if politicians and civil servants, who occupy positions of responsibility in the government that call for their complete attention and commitment, were made ineligible from holding any post in state associations or the BCCI. The court also said it did not believe that the game flourished due to a minister or civil servant holding a cricket office. Nor did they believe the game would be denied its due without ministers or civil servants at the helm. Office bearers cannot hold posts at BCCI and state level BCCIs objections: It argued that the experience gained by administrators at state level could be useful when the official doubles up in a role at the board level.Courts response: It said that one person could not be allowed to hold both a state and BCCI post because of conflict of interest issues. The court said that presidents and secretaries of state associations existed to discharge functions with the primary interest of the state in mind; as BCCI office bearers, they are expected to subordinate regional interests to a larger national interest. The court said the existence of dual roles meant that officials often appointed their fellow state officials to key posts in the BCCI and created an imbalance, and that the Lodha report on the matter was far from irrational.
